The word of the editor Natalie Nemsadze : Dear friends, after the publication of the article on the school system in Montenegro, the editorial staff received questions from our readers who we could not leave unanswered and sent them by an official request to the Ministry of Education of Montenegro so that competent persons could prepare an exact answer . We are ready to continue to continue the connecting work between the inhabitants of Montenegro and the Ministry of Education in order to form an understanding of the education system in this beautiful country, which, as noted earlier, follows the European trends and develops accordingly.

Ministry of Education answers readers' questions

A question from the reader : I would like to know what the Minister of Education thinks about the development of the higher education system in Montenegro. In my opinion, this industry is in its infancy, the choice of specialties is extremely poor, the quality is doubtful, young people are leaving to study in other countries - or am I wrong? How does the Minister treat foreign teachers in this area? In this sense, it seems to me, it is worthwhile to look at immigrants already living here. Huge potential. The faculty of programming can definitely be opened :) Seriously - I dream of seeing Montenegro as a European educational center!

Ministry Response : This is the responsibility of the University of Montenegro, which organizes the work, sends requests for accreditation and licenses. His answer:

As for higher education, one of the priorities is compatibility with the labor market and the policy of enrolling in a higher education institution, in relation to which ongoing work is carried out. The policy of enrolling in higher education is one of the segments of the reform that is being implemented in the field of higher education. Increasing the number of staff, strengthening the infrastructure, improving the quality of teaching in the university - we want to eliminate the shortcomings, improve the competitiveness of our university, both in the region and outside.

For the compatibility of the educational system with the labor market, there is a need for constant and close cooperation between employers and educational institutions, as well as the realization of the career growth of students after they have completed their education. Through the project Higher Education and Research for Innovation and Competitiveness, financed by a loan from the World Bank, we are working to create a monitoring system for the careers of graduates with university degrees, which will make it possible to create an even more effective policy for enrolling in universities.

The goal is also the strongest compatibility of the labor market and the education system. We also work on the promotion of certain educational programs, which are not so popular among young people, such as: natural sciences, agriculture, electrical engineering. We strive to create better conditions for the employment of young people.

By adopting the Decision on the implementation of the procedures for amendments to the licenses of the University of Montenegro, including the approval of the maximum number of students for enrollment (until October 30, 2014, the maximum number of enrolled students was not established for the first year at the university, ie there was no competition) on the one hand, we influenced the policy of enrolling in the university, and on the other hand created the conditions for better education.

Qualitative training can be conducted only when there is an optimal number of students in the class, so we changed the policy for admission to the university, so that faculties could be able to announce a competition for admission to the first year, in accordance with the number of students for which they have license. This means that we have approved the maximum number of students that can be enrolled in a university.

We want to create even better conditions for our students to help them acquire the necessary knowledge, skills, competencies that will enable them to be competitive in the labor market outside their own country.

Question from the reader : Good afternoon! I have a question about the legal work of students at local universities, namely whether a foreign student can officially get a job in Montenegro on the basis of a borawak for study and what is it for? Or, in the general procedure for foreigners, it is necessary to receive, separately, a permit to work?!

Answer of the Ministry : Unfortunately, we can not comment on this situation, since this issue is not within the competence of the Ministry of Education, refers to other institutions, possibly to the Ministry of Internal Affairs, as the Law on Aliens is within its competence.

Question from the reader : I have a question about education in secondary (non-primary) school, i.e. from the age of 16. Go to the gymnasium and profile colleges for the competition or at will? What are the conditions for foreigners with a bog?

Answer of the Ministry : As for the issue of enrolling in secondary school, the Ministry of Education announces a competition for admission to secondary schools every year, somewhere in April, and then it will be known how many free places will be available for enrollment. The right to participate in the competition has foreigners. There are no entrance exams, but there are a number of other parameters that assess the possibility of admission.
